51ԹϺ/NSHE maintains a fleet of vehicles, carts and trailers used for conducting University business. Please use the guidelines below to ensure safe and proper use of 51ԹϺ/NSHE insured vehicles, carts and trailers.

Driving while conducting 51ԹϺ/NSHE Business
Only employees, student workers and registered volunteers may operate 51ԹϺ/NSHE vehicles or carts. Use of 51ԹϺ/NSHE vehicles is for conducting 51ԹϺ/NSHE business only. Carts should only be used for their intended purpose.
Departments should ensure that every employee who operates a 51ԹϺ vehicle meets the vehicle use requirements:
- Must be at least eighteen (18) years old and have a current valid driver's license and appropriate class license for the vehicle being used.
- Must read and sign the
- Must complete the 4-hour, in-person defensive driving training course within the 1st year of employment with an online refresher course completed online every 4 years.
Employees operating golf carts on campus must successfully complete the cart safety training.
Note: A driver’s license and defensive driving training is not required for cart operation.
Wheeled Conveyance Policy: This policy was created to enhance campus awareness of the various modes of transportation used on campus and applies to all 51ԹϺ faculty and staff, students and visitors.
51ԹϺ/NSHE owned Vehicles (Autos, golf carts, gators, trailers)
Vehicles, carts and trailers are insured upon notification from the 51ԹϺ Facilities Management Motor Pool Department with the following coverages:
- Liability Coverage: The Nevada Self-Insured Tort Program provides liability coverage for 3rd parties when employees are operating 51ԹϺ/NSHE vehicles while conducting 51ԹϺ/NSHE business. This coverage does not apply to carts and trailers.
- Auto Physical Damage (APD) Coverage: The State of Nevada Risk Management APD self-insured program provides comprehensive and collision coverage for 51ԹϺ owned vehicles and golf carts.
APD coverage is provided for carts valued over $5,000. Carts are susceptible to theft on our campus. To deter theft and protect university assets, departments should:
- Document new cart purchases with photos
- Store cart in a locked, secure area accessible only to employees
- Utilize theft deterrent devices such as a steering club or cable lock
- If secure storage is unavailable, chain cart to fixed object
- Never leave keys in ignition when the cart is unattended
Coverage requires compliance with the procedures outlined above.
Failure to follow these procedures may result in the denial of a cart theft claim.
RMS will discontinue APD coverage for vehicles and carts when the depreciated value has reached:
- Vehicles: $1,000 or less
- Carts: $5,000 or less
Your department will be notified if APD coverage is discontinued.
- Accidents must be reported to the police and your supervisor immediately and to Risk Management & Safety (RMS) within 48 hours of the accident using the Vehicle Accident Report Form.
- Follow the Post-Accident Drug and Alcohol Testing Procedures.
- For cart thefts:
- Immediately contact University Police Services
- Document scene with photos
- Do not disturb potential evidence
- Claims will be adjusted by the State of Nevada Risk Management office. Deductibles:
- $1,000 deductible for vehicle claims (collision and comprehensive),
- $1,500 for trailers
- $5,000 for carts.
- RMS will collect the documentation from Facilities Vehicle Repair Services or the Department and file a claim with the state. Claims with the State have to be filed within sixty (60) days.
- The following documents are needed to file a claim with the State of Nevada:
- Three (3) vehicle repair estimates – Contact Facilities Vehicle Repair Services at 702-895-3186 to coordinate obtaining estimates
- A copy of the Police Report
- Pictures of the damage
- Final repair invoice
- Proof of payment (Workday or P-card transaction)
- Provide RMS with your department workday PG number to receive your reimbursement (repair cost minus deductible). Processing time averages about 30 days after all paperwork is received.
- Windshield replacement claims have a $1,000 and two (2) options for repairs:
- contact the State of Nevada preferred vendor for repairs; multiple estimates are not required
- contact non-preferred vendors and obtain three (3) estimates and have the glass replaced at the lowest cost.
- Windshield *repairs* (rock chips or other damage that does not require replacement) can be repaired for $30-$50 and are reimbursable with no deductible applied; multiple estimates are not required.
Use of Personal Vehicle to conduct 51ԹϺ/NSHE Business
- Employees driving their personal vehicles while conducting 51ԹϺ business should complete the private vehicle use authorization form. This form is required when requesting reimbursement of mileage expenses.
- The vehicle owner is responsible for any and all insurances related to the vehicle being used.
- Claims should be filed with the vehicle owner’s insurance company. The vehicle owner’s personal auto liability insurance is considered primary over any other insurance available. The Nevada Attorney General’s Self-insured Tort Program would be in excess of the primary insurance as long as the user was in the course and scope of their 51ԹϺ/NSHE job duties at the time of the accident.
- Vehicle damages are the responsibility of the vehicle owner or their insurer, regardless of accident fault.
- RMS should be notified of any vehicle claim where the employee was in the course and scope of their NSHE job duties at the time of the accident.
Nevada Fleet Services (Motor Pool)
Nevada Fleet Services offers short term rentals for 51ԹϺ employees conducting 51ԹϺ business.
- Drivers will need to meet the same requirements as indicated under “Driving for 51ԹϺ/NSHE Business”
Insurance Coverage
The Nevada Self-Insured Tort Program provides liability coverage for 3rd parties when employees are operating State of Nevada Fleet Services vehicles while conducting 51ԹϺ/NSHE business.
Claims Process
- Accidents must be reported to the police and your supervisor immediately and to Nevada Fleet Services and Risk Management & Safety (RMS) within 24 hours of the accident
- Follow the Post-Accident Drug and Alcohol Testing Procedures.
- Claims will be adjusted by the State of Nevada Risk Management office. Deductibles:
- $1,000 deductible for vehicle claims (collision and comprehensive)

Rental Vehicles
Employees and registered volunteers can obtain rental vehicles for approved University business
Insurance Coverage
- Vehicles must be rented from companies that have negotiated agreements with the Purchasing Division and Fleet Services Division. Usage of the negotiated contracts is mandatory. Any agency renting outside those agreements will be responsible for their own insurance coverage and for any accident claims.
- It is not necessary for the department to purchase additional insurance when renting under those agreements.
- Be sure to view the terms, conditions and exclusions associated with the rental vehicle contract, particularly when renting a box truck or larger vehicle. There is no coverage for overhead damage to the truck roof and box container under the contracted insurance. Avoid potential clearance hazards by observing height signs and assessing your surroundings.
Claims Process
- Report the claim to the rental company immediately. The employee must cooperate with any investigation involving the accident.
- Notify RMS as soon as possible for documentation purposes and if assistance is needed.
